Tender Description
The Principal is seeking submissions from suitably experienced and qualified consultants (or consultants leading an appropriate team of sub-consultants) to prepare:
a) a Land Assembly Options and Constraints Report to identify -
(i) opportunities and constraints for the proposed construction of a new Multi- purpose Community Facility in the Mundaring town centre; and
(ii) the optimum use of Shire-owned and controlled land assets to catalyse and facilitate implementation of the Mundaring Activity Centre Plan (the Activity Centre Plan).
b) a Mundaring Multi-purpose Community Facility Needs Analysis Report that details the nature, type and scale of facilities required by potential users of the proposed new Multi-Purpose Community Facility.
c) a Mundaring Multi-purpose Community Facility Options Report that includes -
(i) a minimum of three options (one of which must be a recommended option) for the configuration of the proposed Multi-purpose Community Facility and the specific community, Shire and other uses, services and groups that are to be located in it and delivered from it; and
(ii) a framework for Council to decide on the specific community, Shire and other uses, services and groups that are to be located in it and delivered from it. This framework should include, but not be limited to consideration of factors such as optimal user-mix and synergies, practicality, viability, risk profile, and opportunities to consolidate other Shire facilities into the proposed new Multi-purpose Community Facility and dispose of or re-purpose other Shire facilities.
d) a Town Centre Property Strategy and Land Assembly Plan to assemble and rationalise Shire land-holdings in the Mundaring town centre to facilitate the development of the Multi-purpose Community Facility and to catalyse and facilitate implementation of the Activity Centre Plan.
e) a Relocation Management Plan. Following Council direction on previous deliverables, develop a Relocation Management Plan to assist in the progressive and staged relocation of existing Shire land and facility users who are to be relocated from the town centre to alternative sites.
f) Preliminary Land Assembly Actions. (Provisional Sum). Following Council direction on the Town Centre Property Strategy and Land Assembly Plan, implement preliminary land assembly actions which may include land administrative tasks or requests to the Minister for Lands, detailed negotiations (such as for joint ventures, land swaps, acquisitions, disposals.
