Australian Red Cross (ARC) is looking for an experienced evaluation consultant for the end-of-project evaluation for the DFAT funded, Tonga Disaster Management Program (DM). The DM program is implemented by Tonga Red Cross Society (TRCS) in partnership with ARC. It is a three year project (2016 -2019)
TRCS has clearly defined roles in the Tonga Government’s disaster management plan, conducting disaster management training at the community level and assisting in post disaster assessment. This project aims to improve the disaster management capacity of TRCS at branch and head quarter level as well as raise the awareness of communities to disaster risks, deliver training in emergency response and pre-position non-food items around the country. During an emergency this allows TRCS to respond quickly to disasters including undertaking assessments to distribute items as well as (with support of a volunteer base) provide psychological first aid (PFA) emergency shelter and advice.
The evaluation should serve as an assessment of the impact and change of the project and assessment of the quality of its approaches, and also to support TRCS to plan Disaster Management programming into the future. In this sense, it is an assessment of past practice, but should have also have a strong focus on program sustainability, and improvement into the future
