Tender Description
Rio Tinto Iron Ore (RTIO) and Rio Tinto Aluminium Weipa (Rio Tinto) requires the supply of terminal management services for Rio Tinto owned terminal assets.
Rio Tinto expects that the Supplier prioritises safety, reliability and efficiency throughout the tenure of the service; having an ongoing role for contribution towards continuous improvement across all areas of Terminal and Hub management.
It is expected that the Supplier will routinely scan the operating environment and make recommendations to Rio Tinto on where best practices are going and where efficiencies can be gained. The Supplier will be part of an integrated Rio Tinto team and improvement effort.
Scope of work
The Supplier will be required to manage all product movements into and out of the terminals and fuel hubs as well as the day-to-day safe operations of the site, including but not limited to the following:
a) Daily management of the Rio Tinto fuel terminals and inland fuel hubs;
b) Management of fuel vessel including the unloading process;
c) Execution of the planned schedule of daily inspections and operations surveillance checks in a safe and optimised fashion;
d) Management of all fuel movements and transfers and provision of daily inventory management reports;
e) Maintenance and demonstration of controls required to maintain fuel quality;
f) Provision of a flexible supervision capability to manage the facility during normal operating hours and for unplanned events;
g) Provision of Goods from Rio Tinto terminals or hub to a third party;
h) Execution of work in accordance with the Rio Tinto HSEC guidelines and under the Rio Tinto safety and Permit requirements; and
i) Maintenance of all compliance and licenses required for all tasks within terminal management scope.

Pilbara Operations are located in the North West of Western Australia and are a major producer of iron ore. Rio Tinto Iron Ore Pilbara Operations manages the assets of Hamersley HMS, Hamersley Iron and Robe River. Between them, Hamersley and Robe own fifteen (15) open cut Iron Ore mines with two (2) in development. RTIO Pilbara Operations also operates three seaboard ports, and a private railway (1,500kms) linking the ports to the inland sites. The locations of the RTIO Pilbara sites are shown below
The terminals to be managed within RTIO Pilbara Operations are as listed:
* Dampier, Parker Point (PPt) Terminal
* Brockman Fuel Hub (BFH)
* Paraburdoo Fuel Hub
* West Angelas Fuel Hub (WAFH)
Rio Tinto Aluminium Weipa
Located on the west coast of Cape York Weipa has two main terminals, Evans Landing and Lorim Point.
* Evans Landing supplies all satellite sites while supplying town service stations and all 3rd parties within the Weipa region, this includes bunkers from the wharf
* Lorim Point supplies fuel via pipeline directly to our main Power House

Commencement date
* Successful suppliers will commence terminal management services in May 2020.
* Transition/Training period for successful suppliers may begin earlier (at least 6 months earlier) prior to contract commencement.
