The Bureau of Meteorology is seeking submissions from suitably qualified providers to develop a new high-level information architecture (IA), a content strategy and related work such as content modelling of bridging pages.

The purpose of the Core Web Redesign project is to improve the usability of the Bureau website (www.bom.gov.au) and give customers access to the new services. We aim to contribute to an improved perception of the Bureau brand by providing an engaging, cohesive and frictionless user experience.

This procurement relates to a new high-level information architecture (IA), content modelling of bridging pages, and a content strategy, which are key components of the project

New high-level information architecture (IA) based on top tasks and user needs will improve users' ability to find information and complete tasks more efficiently and with reduced cognitive load. Importantly, it will provide the destinations for the new navigation to point to.

New bridging pages will house content groupings, by audience/segment, by topic or by task. These new bridging pages, aligned with the new high-level IA and global navigation, will provide quick and convenient access to the content and services users wish to consume, via an intuitive interface and experience.

The content strategy will provide the foundation for the production, structure and governance of content. In relation to this project, it will help direct the content of the homepage, the navigation, IA and bridging pages, voice and tone, content governance and workflows, SEO, and goals and success measures. It will provide a plan for uplifting quality and usefulness of content.

The Bureau's website is difficult to navigate, and the information architecture lacks structural integrity. A review by Deloitte Digital in 2016 suggested that approximately 90% of users view less than 1% of the content on the site; while a reworked information architecture alone will not address this issue, it will help users find relevant information more easily.

The Bureau's existing landing pages are cluttered and do not provide clear signposts to users. New bridging pages will simplify user journeys across the website, enabling customers to find the information and services they are looking for.

The Bureau does not have a content strategy or an agreed way of managing website content. This is needed to ensure that content is effective and produced in line with agreed objectives, to avoid duplication of effort and improve efficiency, to set and uphold quality standards, and to establish content management as a priority for the Bureau.
