Tender Description

⁠⁠⁠Providers are invited to respond to a Request for Tender, for the provision of the Mental Health Stepped Care Model in the Inner East of the EMPHN catchment.

Eastern Melbourne PHN is implementing the Mental Health Stepped Care Model across the catchment and this will be phased over an 18-month time-period. The third phase of implementation for the Mental Health Stepped Care Model for primary mental health care will be in the Cities of Boroondara, Whitehorse, Manningham and Monash. The Model will be most effective when service providers are integrated and connected. On this basis, EMPHN is seeking to engage with one or more organisations to deliver the Service and therefore should not be limited in approach by LGAs as they must be able to effectively straddle equity of access and equitable distribution of resources. EMPHN is seeking a shift in a response for clients along a continuum of acuity. This will, by default, call for a shift in the design of services and how practices and new modalities are delivered.

EMPHN is seeking a Service Provider/s to deliver a whole of service model for stepped care. The successful Service Provider/s will be contracted for service delivery from 14 January 2019. This commencement date will take into consideration service establishment with the Services to go and be delivered from 14 January 2019 through to 30 June 2019 (subject to confirmation of funding from the Commonwealth Department of Health).

This RFT will require tenderers to lodge their responses in two parts:

(i) The first is the pre-qualification component of the Tender Response;
(ii) The second is the remaining component of the Tender Response.

Only Tenderers who meet the pre-qualification requirement set by EMPHN may submit the remaining component of the Tender Response. Please ensure you read all parts of the RFT to understand the process for lodging a response.
