Tender Description
We are developing a Business Case to improve the collection of income paid to welfare customers through Single Touch Payroll. This would encompass improving data sharing capability between the Australian Taxation Office (ATO) and Department of Human Services (DHS).
You will be responsible for leading the development of a Second Pass Business Case for the Single Touch Payroll expanded data elements. The aim of the business case is to support a whole of government approach to reduce complexities associated with employment income reporting for; customers, business and government. The aim is to improve the customer experience, reduce employer burden and enhance reporting accuracy of income received by welfare customers. STP will enable automated processing, including improving data exchanges with ATO and other parties.
Work on the business case will include close engagement with DHS and DSS to finalise a Second Pass Business case, including:
* Developing and maintaining a schedule to achieve business case submission timeframes
* Engagement on the Technical Design including; High Level Design & Solution Architecture and documenting this
* Identifying key deliverables
* Developing Financial Benefits and Benefits Realisation Plan
* Support the progression of external costings
* Identifying DHS costs including development of resource plan
* Developing stakeholder engagement and communication plan
* Developing change management plan
* Developing risk management plan
* Development of use cases to support business case, in consultation with Subject Matter Experts
* Contribute to the development of a Regulatory Impact Statement
* Undertaking co-design activities with key internal and external stakeholders
The Final Business Case will be completed by the 31 October 2018.
