⁠⁠⁠Deliverables Sought
The Service Provider is to review the NSW Certificate of Competence examination processes for the NSW Resources Regulator to best deliver on its objectives (refer above) and provide a written report that clearly and comprehensively addresses the following elements:
1. Identifies best practice processes and systems for examining individuals that have achieved Australian Qualifications Framework (AQF) levels to four (4) to six (6) or higher
2. Benchmarks the NSW Certificate of Competence examination processes against comparable best practice examination or assessment processes for authorising individuals to carry out a function under WHS legislation or any industry scheme, including mining WHS certificate of competence examinations in other Australian jurisdictions
3. The application in examinations of the outputs of the Regulator project for identifying competencies for statutory function descriptions available at the 30 July 2018, that will include a competency framework and sample competencies for a statutory function.

1. The gaps between the comparable best practices identified in outputs 1 and 2 and the current NSW Certificate of Competence examination processes.
2. Recommendations on how to address any gaps identified in output 4 with a proposed new working model of examination processes for NSW Certificates of Competence
3. A change management plan for implementing the proposed working model identified in output 4, including necessary resources and timeframes.
