Eastern Melbourne PHN (EMPHN) invites Tender Responses from suitably qualified tenderers for the provision of Youth AOD services in the City Of Whittlesea in accordance with the requirements of this Request for Tender (RFT).
EMPHN is seeking providers to design and deliver a pilot youth AOD model to respond to the growing need in the City of Whittlesea. The delivery of these services seek to achieve the following outcomes:
* Improved service access for young people requiring AOD support in the service system
* Engage young people in early intervention for AOD problematic use
* A service response which is innovative and avoids further duplication across the service sector
* Integration of care with the existing service system which enhance service coordination and collaboration
* Improved health outcomes for young people in the City of Whittlesea, including physical and mental health outcomes, as a result of effective collaboration between service providers.
A number of existing AOD programs that were previously Commonwealth funded were transitioned to EMPHN for a period of two years (1 July 2017 to 30 June 2019). In addition, EMPHN have commissioned a range of AOD services until 30 June 2019. Planning has commenced for the two funding streams, detailed above, to be collapsed into a flexible pool of resources to be commissioned from June 2019.
EMPHN is now seeking providers to pilot a service model to deliver integrated youth AOD services in the City of Whittlesea for a time limited period.
In order to submit a tender, applicants must be able to meet the following mandatory criteria:
* Have recent experience and expertise in delivering AOD services targeted to young people.
* Must be accredited with appropriate professional body.
* Have capacity to begin delivery of service in July 2018.
This RFT will require tenderers to lodge their responses in two parts:
(i) The first is the pre-qualification component of the Tender Response
(ii) The second is the remaining component of the Tender Response
Only Tenderers who meet the pre-qualification requirements set by EMPHN may submit the remaining component of the Tender Response. Please ensure you read all parts of the RFT to understand the process for lodging a response.
