The Department of Child Safety, Youth and Women (the Department), through the Office for Women and Violence Prevention has lead responsibility for implementing several recommendations from the Not Now, Not Ever Report. This includes initiatives related to the capacity and capability of funded domestic and family violence (DFV) service providers, including sexual assault and women’s health service providers (the Sector).
The Department has been tasked with implementing a coordinated workforce capacity and capability strategy which is likely to include a mix of workforce development and growth initiatives, accredited and non-accredited education and training, pathways to formal qualifications and professional development. Leadership and delivery of this strategy is to be contracted from a suitably qualified state-wide organisation, or consortia of organisations, with expertise in workforce development, education and training and knowledge of the DFV Sector.
Interstate jurisdictions have consortia in place for the delivery of training, professional development, management of scholarships and subsidies for attaining qualifications. In addition, interstate consortia coordinate conferences and other mechanisms to engage the Sector in contemporary, evidence informed practice and research. They provide ‘one-stop shop’ sources of information and promotion of opportunities for recruitment, professional skills development and training; providing a mechanism for government to engage with the sector and the sector to manage workforce related issues. The Department is seeking a similar outcome for this project.
To achieve the desired outcomes, the Department intends to engage in a competitive, interactive procurement process with the workforce development and education and training market.
This first EOI phase is to invite for suitably skilled Respondents to express their interest in participating in the interactive tender phase of the Project. The EOI process will involve the assessment of the Respondent’s organisational experience, experience of the proposed personnel, and organisational capacity to determine the suitability of the Respondent relative to the required Service Outcomes.
