Eastern Melbourne PHN (EMPHN) invites Tender Responses from suitably qualified tenderers for the provision of Evaluation of the Mental Health Stepped Care Model in accordance with the requirements of this Request for Tender (RFT).
Mental health care service delivery is undergoing change. Following extensive review of a range of mental health programs and services, the National Mental Health Commission recommended substantive mental health care reform through new and innovative consumer-centric models of care.
In response, PHNs (Primary Health Networks) are introducing Mental Health Stepped Care Models (MH SCMs) for delivery of mental health care in the community. Eastern Melbourne PHN (EMPHN) has developed its own MH SCM that is integrated and consumer-centred, supports individually tailored care and emphasises recovery. The commissioned services have incorporated an allocation to respond to consumers with dual diagnosis.
The move to a stepped care approach represents a major change in the delivery of mental health care services in Australia. EMPHN is commissioning an evaluation consultant/organisation, independent of EMPHN, to undertake a robust evaluation of the implementation and emerging outcomes of its move to the MH SCM.
The requirement is for a two-year evaluation program designed within an improvement framework. EMPHN is committed to a full evaluation of the Mental Health Stepped Care Model (MH SCM), including the range of mental health interventions/service types, over the period of its implementation to June 2020.
This RFT will require tenderers to lodge their responses in two parts:
(i) The first is the pre-qualification component of the Tender Response
(ii) The second is the remaining component of the Tender Response
Only Tenderers who meet the pre-qualification requirements set by EMPHN may submit the remaining component of the Tender Response. Please ensure you read all parts of the RFT to understand the process for lodging a response.
