Energy Queensland is calling for experienced organisations to tender for the provision of its Employee Assistance Program (EAP).
It is Energy Queensland’s intention to have the nominated services provided by a single Contractor with the capability and capacity to deliver the services in a timely, efficient, effective and confidential manner.
Scope of Services
The suitably qualified Contractor will have the capabilities to meet all the requirements of Energy Queensland’s Employee Assistance Program - including, but not limited to:
* The provision of a 24/7/365 employee assistance program based on a 1800 number and available to employees and members of their immediate families. The service must be equally accessible to all employees regardless of their location. Locations are outlined in the Appendix A and expectations for face to face counselling are outlined under section 3.1.3 in the ‘Scope of Works’ document.
Educational services and programs, including but not limited to:
* Health;
* Resilience and positive psychology;
* Alcohol, drugs and gambling;
* Avoiding and managing stress;
* Organisational and job changes;
* Redundancy and retirement issues;
* Regular and ongoing EAP training and briefing for managers, supervisors and employees;
* Ensuring continuous availability of relevant booklets, brochures wallet cards and posters; and
* Web based client resources and support services.
Provision of promotional services including:
* Publicity promoting EAP to Energy Queensland’s employees and their families; and
* Awareness campaigns.
* Provision of ready access to highly qualified, experienced mental health practitioners and Psychological support;
* Provision of best practice Critical Incident Stress Debriefing interventions;
* Provision of Legal advice through specialist counsellors on a referral basis;
* Provision of Financial advice through specialist counsellors on a referral basis;
* Access to specialist early intervention conflict management services using dedicated, clinically - trained experts;
* Advice, counselling and rehabilitation plans for alcohol, drug and gambling related issues;
* Advice on stress and related issues;
* Advisory service for HR Managers and Supervisors, including advice, assistance and the provision of relevant training relating to various situations
* Counselling across a variety of other subject matters as may be required from time to time
* Provision of up to five (5) consultations per client per contractual year with a review point at five (5) to determine whether further assistance is necessary and beneficial
* Provision of a comprehensive referral service to external treatment sources with consistent post-treatment follow up (subject to the agreement of the individual concerned);
* Implementation of user surveys to ascertain employee satisfaction levels;
Access to a dedicated Manager Support Program providing leaders and managers with:
* Timely advice on complex people – management interventions;
* Strategies on how to encourage individuals to use EAP when warranted; and
* The opportunity to confidentially address their own concerns that may be impacting on work performance or quality of work life.
Value add services that go above and beyond the typical ‘short term solution focussed EAP approach’ are welcomed.
The site of contract is Queensland.
The Contract will commence on 3 November 2018 and the practical completion date for all work associated with this Contract will be 2 November 2020. Energy Queensland has allowed for one (1) contract extension option of one (1) year duration. In any case, Energy Queensland will at its sole discretion determine if the Contractor is to be offered an extension during the life of the Contract.
