Tender Description

⁠⁠⁠3.1 OBJECTIVES OF COUNCIL

Council is seeking tenders from suitably qualified and experienced electrical ASP1 level Contractors for the removal of existing power pole, supply, installation, testing and commissioning of Ausgrid complied galvanised steel poles as well as footings outreaches, flood lights, luminaires and all associated works.

The works to be undertaken at closely apart pedestrian crossings at The Mall and Jacobs and The Mall at The Appian Way- Bankstown, refer UBD Map Ref 35 K4 & J4.

The site is located in a commercial area and the work involves closure of lanes whilst undertaking the works.

Night work may be permissible provided that jack hammering and other high noise generating works are not performed during the late hours of the night. Full road closure is not permitted unless otherwise directed by the Superintendent.

Tenderers while submitting their tenders must make an emphasis on their construction program and work methodology and clearly identify the methodology to perform the work in restricted hours so that there is lesser impact on the traffic flow and surrounding commercial/residential premises as well as noise level is kept to a minimum.

3.2 DESCRIPTION OF SERVICES

(1) Preliminaries
* Preparation of a traffic control plan (TCP) including application for a Road Occupancy License (ROL), prior to commencement of any work, in accordance with Technical Specification 201 Control of Traffic. The TCP shall meet the Roads and Maritime Services (RMS) requirements regarding the work items that will have an impact on the existing traffic signals.
* Notification in writing (flyers provided by the Superintendent) of all directly affected property/business owners/occupiers for a minimum of 72 hours prior to commencing of works.
* Site establishment; including temporary fencing, shade cloth, temporary signs, compound etc.
* Preparation of and submission of a dilapidation report to the Superintendents Representative in the form of a report and photographs of all site features, adjacent properties, shop entrances, etc. prior to the commencement of any work. This report must be provided prior to grant of site possession to Contractor.
* Erosion and sedimentation control of the Works, including stockpile areas. The locations of stockpile areas will be discussed between Council and the contractor and agreed upon prior to commencement of works.
* Setting out of the works by a qualified Engineering Surveyor.
* Liaison with public and/or private service authorities and/or companies.
* Regular weekly meetings between the Contractor’s representatives and Council’s representatives during construction at the Contractor’s site office. The frequency of these meetings may vary should the need arise.
* Protection and/or support of existing services.
* Site clearing and grubbing including removal and disposal of redundant vegetation.
* Suppression of dust during construction day and night.
* Ongoing maintenance of the work in terms of rectifying any hazards, erosion control, etc. during the course of contract to practical completion.
* Site clean-up, restoration of damaged surfaces upon completion of works and disestablishment.
* Rubbish and graffiti shall be removed. Any damage to function or appearance of the works shall be rectified by the Contractor without delay at the Contractor's cost.

(2) Light Poles & Electrical Works

* Works shall be undertaken by an accredited electrician level (ASP1). The electrical works shall include but are not limited to the following components:
* Installation of new lighting poles with fittings over existing pedestrian crossings along The Mall and The Appian Way and The Mall and Jacobs St – Bankstown as shown in the drawings.
* Supply, fitting and testing of new flood lights, steel outreaches as well as reuse/maintain of any other accessories as show on plans.
* Trenching, laying of conduits, earthing, labelling, testing and commissioning.
* Removal and disposal of one * existing streetlight along the south/western side of The Mall and The Appian Way.
* Provision of As-Built Plans, certifications, warranties and maintenance manuals if applicable
* All works to be in accordance with Salem Power Engineering Services P/L certified plan No.1076444/20171116 (The Mall and The Appian Way) sheet 1 to 4 and 1076324/20171123 (The Mall and Jacobs St) Sheet 1 of 3, Ausgrid project No.SC09943/SC09942 and Ausgrid approved worksheet no. NS174ASER

(3) Civil Works

* Excavation and construction of footings for all new light poles. Design of the footings shall be certified by an accredited structural engineer and in accordance with Ausgrid design requirements.
* All disturbed areas to be restored with compacted road base and temporary asphaltto make safe.
