Tender Description

⁠⁠⁠Parkes Shire Council (PSC) requests quotations from suitably qualified and experienced organisations offering to provide Geotechnical Investigation Services for the development of the Recycled Water Rising Main (RWRM) associated with the Parkes Recycled Water Scheme (RWS) Project - Phase 2.

2. Phase 2; construction and operation of RWRM servicing Public Open Spaces.

As a minimum, the following scope of services shall be undertaken for the provision of Geotechnical Investigation Services for the development of RWRM:
1. Site inspection(s) and review all background documents.

2. Complete the following fieldwork:
RWRM Pipeline; Boreholes shall be drilled to nominal depth of 2 m, along the RWRM alignment. Boreholes shall be a nominal distance of 200 m apart. Standard penetration tests (SPT) shall be carried out in each of the boreholes.

Reservoir; Two (2) test pits shall be excavated to a nominal depth of 3 m, at the reservoir location (near the existing STP on Nash Street). Bulk disturbed samples shall be taken from the test pits.

Booster Pump Station; Two (2) test pits shall be excavated to a nominal depth of 1.5 m, at the reservoir location (near the Parkes Cemetery). Bulk disturbed samples shall be taken from the test pits.

3. Complete the following laboratory testing:
Shrink-swell indices (2 off) for site classification and reservoir footing design.

Particle size distribution (including hydrometer), Atterberg limits, linear shrinkage and Emerson Class Number, and standard compaction for evaluating suitability of in-situ materials at the reservoir site.

Laboratory testing of representative samples for corrosion and scaling assessment in accordance with Australian Standard AS2159 (2009). Testing is required at one (1) location for the RWRM pipeline, and RWRM reservoir.

Advise if any additional testing not listed above is required and/ or recommended based on the sampling and analysis results.

4. Compile the above geotechnical investigation into a report which addresses the following:
Classify the reservoir site in accordance with Australian Standard AS2870 (2011) for design of footing systems.

Provide assessment of foundation conditions, including allowable bearing pressures at proposed foundation depths.

Provide recommendations for any earthworks requirements, including foundation preparation and any treatments.

Provide assessment of the suitability of in-situ soils for use as engineered fill in the construction of the RWRM reservoir.

For all components provide an assessment of the expected excavation conditions of in-situ strata, within target depths range.

Provide an assessment of stable cut and fill batters at the RWRM reservoir site.

Comment on any construction problems that may be anticipated.

Lump Sum Quotes shall be based on completing the works by 16 March 2018.
