Supply and Delivery of Renewable Energy from a Large-Scale Offsite Project

⁠⁠⁠SSROC wish to appoint a contractor to supply Goods and/or Services to the Participating Councils. On behalf of the Participating Councils, SSROC invites you to submit a proposal for this role.

The goods and/or services involved include the Supply and Delivery of Renewable Energy from a Large-scale Off-site Project and are set out in detail in Proposal Document 4.

SSROC and Participating Councils are seeking to contract directly with a project owner/developer (or a retailer that is also a developer or has a direct off-take agreement) through either a bundled off-take agreement for renewable electricity and LGCs or separately for electricity or for LGCs alone.

This Request for Proposals is made on the basis that if pricing is available that is likely to offer a discount for councils against a regular grid electricity contract, then they would proceed to contracting that supply. If the pricing is unlikely to offer a discount to regular grid power then the Participating Councils would not likely seek to purchase.

Pricing and supply of renewable electricity, or electricity plus LGCs, in a bundled off-take agreement will be requested for percentages of overall electricity load, and innovative engagement and pricing models that promote cost effectiveness and low risk for councils will be encouraged.

The contract term will be 7, 10 or 15 years duration, using any renewable technology type that meets the councils’ criteria. The renewable energy load will be a minimum of 15 GWh and may be scaled up over time.
