Tender Description

⁠⁠⁠Australian Red Cross is currently seeking the services of an evaluator to undertake a review of its Young Parents Program.

Australian Red Cross (ARC) Young Parents Program (YPP) works to improve the capacity of very young parents aged 13 to 25 to live and parent independently through its Residential, Outreach and Aftercare stages. YPP takes a holistic, strengths-based, early intervention approach, building the capacities of the young parents to live independently in stable housing and parent successfully.

In order to build an evidence base for possible expansion and/or replication of YPP, Red Cross needs to be able to show that its theory of change is strong, that initial outcomes are encouraging, and that it has systems in place to track key performance data going forward.

Phase 1, the initial evaluation, will focus on a review of the current program model in comparison to relevant evidence based services nationally and internationally, and identify any data gaps required in preparation for a larger scale evaluation of long term outcomes. This initial evaluation of the model will provide key learnings and recommendations relating to:
* Program expansion, including analysis of requirements for scalability
* Improvement to the service model to enhance intended outcomes and alignment to strategy
* Data sets needed to demonstrate effectiveness and most appropriate ongoing measurement tools

It is anticipated a second, larger evaluation focused on establishing evidence of longer term outcomes and impact, will be informed by the findings of Phase 1. This current tender relates to phase 1 only.
