Tender Description
The Northern Sydney Regional Organisation of Councils (NSROC) is calling for Expressions of Interest for appointment to a Regional Code of Conduct Panel that provides code of conduct review services to its six member Councils.
The role of the "conduct reviewer" will be to assess, investigate and report on allegations of breaches of member Council's Codes of Conduct by Councillors or by General Managers.
Applicants should have;
1) A sound understanding of local government,
2) Knowledge of investigative processes including but not limited to procedural fairness requirements and the requirements of the Public Interest Disclosures Act 1994,
3) Knowledge and experience in one or more of the following; investigations, law, public administration, public sector ethics or alternative conflict resolution/mediation experience,
4) A sound understanding of the publication "Procedures for the Administration of the Model Code of Conduct for Local Councils in NSW" published by Premier and Cabinet, Division of Local Government, March 2013.
Applicants must also not be precluded from eligibility as a "conduct reviewer" under Clause 3.6 of the Procedures for Administration of the Model Code of Conduct for Local Councils in NSW 2013.
Conduct reviewers will be registered on a NSROC service provider Panel and contracted by individual councils on a case by case basis.
