Tender Description
This is a joint procurement project between The City of Greater Geelong, Colac Otway Shire and Surf Coast Shire Councils, who as members of the G21 Geelong Region Alliance together invite tenders from experienced contractors for the supply of bituminous spray seal works, closing 2.00pm on Wednesday 2 August, 2017.
This tender provides a unique opportunity for one tenderer to secure a contract for the 2017/18 annual supply of bituminous spray seal works with each of the three participating Councils. Each Council however, reserves the right to appoint separate contractors if best value cannot be achieved with one provider.
Prices offered must be competitive to obtain the best outcome for each Council and their respective stakeholders.
Tenderers are required to provide a fixed lump sum price for each Council's program of works, and to propose a discount should they be awarded all three contracts.
Whilst tenders are sought on the basis of aggregation, the successful contractor(s) will be required to enter into separate contracts with each Council.
The Contract will operate on a 'Lump Sum' basis for each item in Attachment 4 Item A and shall be subject to variation for the area actually measured and sprayed and the variation in the actual rates of application of bituminous material by applying the schedule of rates provided in Appendix C Attachment 4 - Item B.
Unless otherwise specified or formally notified, the Contract duration will be from 1 November 2017 to the 30 June 2018. All jobs identified in Pricing documents Appendix C Attachment 4 - Item A for all three Councils are required to be completed by 29 March 2018.
Details of the project and the scope of works are set out in the tender documentation.
The Program of Works for each of the three Councils as indicated in Appendix C Attachment 1 is correct at the time of tendering but may be subject to change dependent on the Program Budget or a change in each Council's priorities.
The successful Contractor will be responsible for notifying each Council's nominated Superintendent of any concerns with the proposed treatment prior to commencing the work.

Tenders must be completely uploaded into the electronic tender box by the closing time.
Tenders not complying with the requirements - for example, tenders submitted by facsimile or email, will not be accepted.
It is the Tenderer's responsibility to ensure that correct lodgement occurs. Submissions not conforming to these conditions may not be accepted, in the absolute discretion of Council.
