Tender Description

⁠⁠⁠The National Heavy Vehicle Regulator (NHVR) administers Heavy Vehicle National Law (HVNL), provides leadership and drives sustainable improvements to safety, productivity and efficiency outcomes across the heavy vehicle road transport sector and the Australian economy. In achieving our objectives, we are responsible for minimising the compliance burden on the heavy vehicle road transport industry and contributing to the reduction of duplication and inconsistencies across state and territory borders in relation to heavy vehicle regulation.

The role of the NHVR is to regulate the use of heavy vehicles in a way that:
* Promotes public safety;
* Manages the impact of heavy vehicles on the environment, road infrastructure and public amenity;
* Promotes industry productivity and efficiency in the road transport of goods and passengers by heavy vehicles; and
* Encourages and promotes productive, efficient, innovative and safe business practices.

The NHVR seeks offers from Suppliers to provide services for print procurement, storage and distribution of National Driver Work Diaries and other printed collateral. Printed collateral other than National Driver Work Diaries will be identified and specified during life of contract as part of the agreed change request process for addition and removal of printed collateral in the contract.

The NHVR is seeking:
* A fully managed service for print procurement, storage and distribution of printed collateral that is complimented by online ordering and reporting capability. This includes provision of support directly to all users of the service. More information about volumetrics and point-of-sale locations can be found in Appendix B: Additional Information.
* To promote a culture of self-service that minimises administrative burden on NHVR staff and which requires action from NHVR staff by exception only (for example, approval of print runs).
* To operate under a tiered pricing model that will reduce cost as demand increases. The NHVR expects to achieve increased efficiency and value for money through economies of scale and at a minimum, enter into a cost-neutral investment for the National Driver Work Diaries component of the transaction whereby the price of services is recouped through sale.
* A long term engagement (up to five years) but where commitment is limited to twelve (12) months at a time. This will ensure that there are checkpoints to amend the deal to reflect changes required to service scope as new printed products are specified and Jurisdictional contracts reach natural cessation points.
* To enter into an agreement with a single Supplier only. The NHVR is open to offers that leverage sub-contractors (including in-place arrangements) but will only enter into a primed agreement in such circumstances.
* To enter into an agreement with a Supplier that proactively seeks to identify opportunities for cost saving over contract life. For example, through the sourcing of more competitively priced materials, and by striking the correct balance between the price to store stock while maintaining minimum stock levels.
* To enter into an agreement with a Supplier who is able to play a proactive role in partnership with the NHVR in management of change impacts to stakeholders. For example, stakeholders will continue to order Written Work Diaries for distribution to their respective point-of-sale locations but using new processes and systems. National Driver Work Diaries can be purchased from locations across Australia today and it is not anticipated that these locations will change as a result of this invitation to offer (ITO).

The following are out of scope for this ITO:
* Management and reporting of the sale of National Written Work Diaries.
* Transference of payments for the sale of National Written Work Diaries from point-of-sale locations to the Customer.
* Print, storage and distribution of products for the Customer other than National Written Work Diaries until a change request (i.e. addition and/or removal of printed collateral in the contract) is agreed between the Customer and successful Supplier.
* Print, storage and distribution of products for the Customer outside South Australia until a change request is agreed between the Customer and successful Supplier.
* Changes to the contracts of Transport Jurisdictions for management of print collateral.
