Consultant Services Audit of Drysdale Landfill Cell 5 Construction

⁠⁠⁠The City of Greater Geelong invites tenders closing 2.00 pm on Wednesday, 19 April 2017 from suitably experienced EPA Victoria (EPA) accredited Environmental Auditors (Auditor) to conduct a Landfill Cell Construction Audit (Section 53V Audit Report) for the construction of Cell 5 at the Drysdale Landfill, Becks Road, Drysdale.

OVERVIEW

The services shall commence on a date to be confirmed. The Contract shall operate on a fixed lump amount and schedule of rates basis (for variation purposes only).

The Council owns and operates the Drysdale Landfill Facility, located at Becks Road, Drysdale (Melway Ref 458 C9). The facility is regulated by EPA Victoria through the City of Greater Geelong Council Corporate Licence, No. 74222. The Environmental Licence lists a number of performance requirements for the operation, closure and post closure phases of the facility lifecycle. A copy of the corporate licence is attached. The landfill is a Type 2 landfill accepting solid inert waste, putrescible waste and other waste types in accordance with Schedule 2, Waste Acceptance Tables, of the Licence. As part of the site development works, Council intends to construct a new cell (Cell 5). The construction of Cell 5 is divided into two stages. Stage 1 is to be fully completed before lining works commence on Stage 2.

The objective is to conduct a Landfill Cell Construction Audit, in accordance with the requirements of EPA Publication 1323.3 'Landfill Licensing Guidelines', with particular reference to Appendix 18: Cell Construction Audit Scope. Refer to the Specification document for the full details regarding the scope of works for this contract.

This tender includes mandatory assessment requirements that the successful tenderer will be required to meet as outlined in the Tender Document and Section 10.2 of the Specification document. Tenderers who do not meet the mandatory criteria will not be considered further for this project.

The Consultant must provide sufficiently thorough information in its tender submission to demonstrate that it satisfies the Mandatory Assessment Criteria as set out below. The information requested is to be provided as per the Tender Schedules but is to be provided as a separate document. A tender submission not inclusive of evidence of the Consultant's conformance with the Mandatory Assessment Criteria may not be considered by the Principal.

The following Mandatory Assessment Criteria apply to this Consultant Services Specification:

1. The Auditor must be an EPA-appointed environmental auditor.
2. The Auditor and Auditor's Representative must have recent direct project experience (within the past three (3) years) in the construction of a composite lined landfill cell within the requirements of the EPA Victoria Landfill BPEM and Landfill Licensing Guidelines, performing the role of the Auditor and Auditor's Representatives.
3. The Auditor must have completed an EPA approved Audit Report for a landfill cell construction costing over $3M.
