Tender Description
The Citytrain Response Unit (CRU) is seeking offers for a Management Consultant to undertake an Integrated Public Transport Model Review as recommended by the Strachan Inquiry Report.
CRU is an independent body which administratively adheres to the Department of Transport and Main Road's policies and procedures, including procurement policies and procedures. Whilst the Department of Transport and Main Roads is listed as the Eligible Customer, the CRU is responsible for the outcomes of the review and will be managing the contract with the Successful Offeror.
An Industry Briefing (teleconference) will be held on 28 March 2017 at 11:00am. Please refer to Section 1, Item 13 for teleconference details.
This procurement relates to the below recommendations contained within the Strachan Inquiry Final Report:
* Recommendation 36(a) which recommends a review to ‘Assess, make recommendations on and oversee the implementation of a closely integrated public transport service developed based on leading models of such integrated organisations’.
* Recommendation 36(b) which recommends a review to ‘Assess the requirement for, and composition of, a Board of Queensland Rail’.
This ITO process consists of:
* Stage 1 - shortlisting (based on Offerors’ initial response) to identify Offerors for Stage 2
* Stage 2 - selection of a Successful Offeror following:
* Interactive Tender Process (ITP)
* Evaluation and Contract Award.
