Tender Description
The City of Bunbury, in partnership with LandCorp and in association with the South West Development Commission (SWDC), proposes to undertake the preparation of a Local Area Plan (LAP) for the study area bounded by Bussell Highway, Nuytsia Avenue, Hands Avenue, Milligan Street and Brittain Road (refer to Map 1). This study area incorporates the Bunbury Trotting Club sub-precinct, the Bunbury Turf Club subprecinct, the Stables sub-precinct and the City of Bunbury works depot site.
The purpose of the Racecourses Local Area Plan is to establish as a policy position the vision and desired developmental and environmental outcomes for the local area, and in doing so, to provide the context and framework for more detailed local structure planning and consequential basic scheme amendments. As such, the local area plan is to represent an integrated spatial plan to guide and manage the:
* Pattern of principal land uses (i.e. informing scheme amendments for rezoning and the exercising of discretion in assessing and determining applications for development approval for 'preferred',
* 'Consistent' and 'inconsistent' land uses);
* Layout of residential density codes (i.e. in assessing and commenting on subdivision referrals);
* Urban design framework (i.e. provisions and conditions for the regulation of development);
* Road and pathway network;
* Land rationalisation; and
* Distribution and standard of infrastructure (soft and hard) services provision.
The Scope of the Request for Tender (RFT) includes the preparation of one or more structure plans and corresponding basic scheme amendment documentation as project deliverables for part or parts of the study area.
