Tender Description
The Department of Housing and Public Works (DHPW) has identified 107 Bowen Road, Rosslea, Townsville as an appropriate site to deliver a new supported housing service for adults and couples (no accompanying children) who are sleeping rough in the Townsville area and primarily identify as Aboriginal and/or Torres Strait Islander. The Townsville Supportive Housing Complex will deliver 40 places for rough sleepers in Townsville through a new and innovative purpose-built solution that takes into consideration cultural aspects in its design.
The budget will be allocated to:
* Single adults and couples (no accompanying children) with high support needs
* Who are experiencing chronic homelessness
* Who are rough sleeping/living in improvised dwellings, or who are at risk of homelessness
* Who are in the Townsville area, and
* Who predominately (but not neccessarily) identify as Aboriginal and/or Torres Strait Islander.
Service provision will be aimed at assisting people to:
* Obtain housing
* Maintain their housing and
* Maximise their capacity to be independent, self-reliant and connected to appropriate social and community supports.
DHPW has issued this Invitation to Offer with the objective of procuring a value for money Offeror/s that can successfully deliver:
1. Asset and tenancy management; and
2. Specialist Homelessness Services (SHS) support.
An Offeror may apply for:
* Both components (i.e. asset and tenancy management services and SHS support), or
* One of the two components in the context of a joint offer with another Offeror.
Offers must be for the two components. Offers for either asset and tenancy management or the SHS support service only will not be considered (unless submitted as a joint Offer).
