Tender Description

⁠⁠⁠The South West Group (SWG), formed in November 1983, is a Voluntary Regional Organisation of Councils (VROC).

The SWG comprises the Cities of Cockburn, Fremantle, Kwinana, Melville and Rockingham and the Town of East Fremantle, and is managed by a Board consisting of the Mayors and CEOs of the member Councils.

The SWG has developed a Regional Natural Resource Management (NRM) Strategy (refer to Separate Documents) as a framework to guide agreed NRM projects and initiatives that will benefit the South West Metropolitan Region.

The Regional NRM Strategy has been largely implemented and a range on ongoing priority NRM activities have been identified for implementation by a suitable qualified and experienced NRM Facilitator.

The City of Cockburn (the Principal) is the lead agency in the commissioning and managing the stages of the NRM Facilitator Project on behalf of the SWG.

The SWG is seeking a suitably qualified and experienced Consultant to undertake the role of Regional NRM Facilitator.

The successful Consultant will be required to continue the implementation of the Regional NRM Strategy and other priority NRM activities through a consultative approach with member Councils.

The Regional NRM Facilitator will also have experience in the planning and development of natural resource management strategies and actions, with a detailed understanding of the roles undertaken by Local Government and key State Government agencies (Department of Parks and Wildlife, Department of Planning).

The Consultant is expected to have qualifications relevant to natural resource management or earth sciences, although this is not essential and demonstrated experience working in a similar role would also be highly regarded.

The key tasks for the Consultant subsequently engaged to undertake the Contract are:
* Grant preparation and project management;
* Network facilitation and coordination;
* Capacity building and knowledge sharing;
* Regional representation and influence; and
* Climate change adaptation research and coordination

The Contract shall be in force for a period of three (3) years from the date of award of the Contract, subject to successful annual performance reviews and availability of funding from participating Councils. The Principal may instigate the option to extend for up to a further twelve (12) months.

The Contract is expected to commence early February 2017.
