Tender Description

⁠⁠⁠South Eastern Melbourne PHN (SEMPHN) is pleased to invite proposal from organisations to increase service delivery capacity and improve the effectiveness of alcohol and other drugs treatment and diversionary programs within the SEMPHN catchment for implementation by 1 February 2017.

Commissioning Alcohol and Other Drugs (AOD) Services

As part of its AOD plan, SEMPHN will commission a mix of service intervention modalities in primary care and specialist AOD services that focus on early intervention and ensure improved access for clients and, where specified, take a place based approach consistent with findings in our needs assessment report.

The priority areas are outlined in the below;
* Reduce adolescent use of alcohol within the LGAs of Bayside, Cardinia and Mornington Peninsula
* Improve service access to AOD treatment options and drug use in the cities of Port Phillip and Greater Dandenong
* Improve the system response for at risk populations involved in illicit drug use, addressing Hepatitis C rates in the cities of Port Phillip, Greater Dandenong and Frankston
* Provide early intervention and diversion services for young people from ongoing substance abuse across the SEMPHN catchment.
* Submissions from interested applicants can propose an activity or activities that address one, multiple or all priority areas identified above. Proposed activities can involve the expansion or replication of existing services in identified high need areas, or an enhancement of existing services to increase capacity and meet demand.
* Successful organisations are expected to commence operation by Wednesday, 1 February 2017 for a period of 12 months, with a possible extension subject to performance.

CLOSING DATE AND TIME: Tenders close at 3.00pm AEST on Monday, 12 December 2016 and submissions must be fully received by this time. SEMPHN is not bound to accept the lowest priced Tender or all or any part of a Tender and reserves the right to conduct the Request for Tender process and select the successful respondent(s) as it sees fit. SEMPHN staff are unable to respond to verbal enquiries in relation to the proposal. Late, verbal or emailed proposals will not be accepted.
