Tender Description

⁠⁠⁠Woodside are developing the Greater Enfield Area, which consists of the Norton over Laverda, Cimatti and Laverda Canyon fields. The selected development concept is a subsea tie-back to the existing Ngujima-Yin FPSO facility.

The Project develops and gathers production from three separate oil fields:
* Laverda Canyon (LC) comprising two oil wells (LAVA and LAVB, relatively heavy, low GOR oil) and three water injection wells (LAVC, LAVD, LAVE) in a water depth of approximately 800m.
* Norton-over Laverda (NoL) comprising three oil production wells (NOLA, NOLB and NOLC, relatively heavy, low GOR) in a water depth of approximately 800m.
* Cimatti (CIM) comprising one oil well (CIMA, lighter oil with a higher GOR) and three water injection wells (CIMBWI-1, CIMBWI-2, CIMCWI-1) located in a water depth of approximately 530m.

Production from Laverda Canyon and Norton-over-Laverda is supported by a subsea multiphase pump package.

Production from Cimatti is supported by gas lift and ties into the GED production flowline approximately 17 km downstream from LC/NoL and approximately 15 km upstream of the Ngujima-Yin facility.

The VMS is required to:
* Calculate the oil, gas and water production rates from the six GED production wells.
* Provide comparison and back-up to the subsea multiphase meters on the six GED production wells.
* Calculate the water flowrate into each of the six GED water injection wells
* Calculate the flow rate of lift gas to the Cimatti oil well

Woodside wish to consider as an option for a PMS to provide:
* Continuous calculation and display of process conditions along the pipeline system including
  * Pressure
  * Temperature
  * Oil, water and gas phases and hold-up
  * Flow stability (slugging risk)
* Continuous assessment and display of hydrate risk along the pipeline system
* Continuous calculation of cooldown time (CDT) and no-touch-time (NTT)
* Algorithm to nominate well flushing priorities
* Tracking of system operation against operating and integrity envelopes

Scope of Supply
* Online VMS/PMS including software application packages, together with associated operating system software and required engineering software tools
* Perpetual software licenses for all software application packages, operating systems and software tools, which will be installed on a Company provided server.
* Engineering services for the development of the specified applications
* Provide customised user interfaces tailored for different user groups e.g. FPSO operators, Flow Assurance Engineers.
* All Project Management Services for delivery
* Client witnessed testing including Model Acceptance Testing (MAT), Factory Acceptance Testing (FAT), System Integration Testing (SIT), and Site Acceptance Testing (SAT).
* OPC Interfaces to the PCS and Enterprise Historian
* All relevant documentation
* Support for installation and commissioning
* Technical support and model tuning post start-up

General Requirements for Supplier
* Must have proven reference list of operating VMS and PMS
* Systems offered shall have been proven in use for at least two years. New software and applications can be considered if it is possible to demonstrate them as an enhancement of existing proven system
* Must have capability to provide support during commissioning and operation
* Can demonstrate support provided for existing systems during Operation including system tuning and software patching and upgrades
* Due to the complexity of the VMS/PMS, shall preferably have Perth based expertise for discussion of technical issues during project design.
