Request for Tender for Provision of Educational and Vocational Training Services

⁠⁠⁠This RFT is for the provision of Education and Vocational Training Services for inmates at correctional centres across NSW. The Education and Vocational Training Services include training programs across the following categories:
* Foundation Skills Programs including:
 * Literacy and Numeracy;
 * English Language Courses;
 * Digital Literacy Courses;

* Vocational Training;
* Workplace Health and Safety; and
* Licence and Regulatory Courses.

Examples of specific qualifications and skill sets that may be required have been identified in Part A, Introduction and Description of the Requirement.

It is CSNSW’s preference to appoint a single Service Provider (‘the Service Provider’) that will either:
* Provide all Education and Vocational Training Programs comprising the Services from within its suite of programs; or
* Provide the bulk of the Education and Vocational Training Programs and subcontract third party service providers to supplement those Education and Vocational Training Programs that the Service Provider does not offer.

The Service Provider therefore does not necessarily need to be able to provide all Education and Vocational Training Programs.

The Service Provider must possess the capability to provide the Educational and Vocational Training Services for which it is tendering to the locations required by CSI and have the flexibility to expand its coverage to include any additional correctional centres required by CSNSW from time to time.

The pricing mechanism will include both fixed and variable fee components. The fixed fee will include all administration, documentation management, training materials and equipment and library services. The variable fee will include the following:
* Face to face training, assessment and certification (including accreditation) to be charged on an hourly rates basis (specific to each training program);
* Face to face training and assessment (excluding accreditation) to be charged on an hourly rates basis (specific to each training program);
* Core skills assessment (either as a complete service or marking services only) on a unit price basis for the number of inmates;
* Translation services on a unit price basis for the number of inmates.

The contract will be for an initial term of five years plus two optional extension periods, each of two years duration. The maximum contract term will therefore be nine years.

A non-mandatory pre-tender briefing will be held on Tuesday 4 October 2016 at the Henry Deane Building. The details of the briefing are in Part A of the RFT. Any changes will be notified via addendum. Tenderers should submit the Intention to Respond form to the Contact Officer to advise of their attendance.
