Recovery of Resources from Wastes

⁠⁠⁠EMRC is seeking tenders for a Resource Recovery Facility (RRF) for the processing of wastes and the recovery of resources. The EMRC is seeking to either establish a RRF to process wastes from its Member Councils at Red Hill Waste Management Facility through a Design Build Operate and Maintain (DBOM) contract model or to enter into a Waste Supply Agreement (WSA) under which it would deliver Wastes to a RRF that will be a privately established Merchant Facility and would process waste from multiple sources. The Merchant Facility may be located at the Red Hill Waste Management Facility or on an alternative site proposed by the Tenderer. An environmental approval has been obtained by the EMRC for the establishment of an RRF at its Red Hill Waste management Facility utilising either Anaerobic Digestion or Gasification technology in accordance with the approval.

Tenders shall be submitted electronically via EMRC's e-tendering portal (see option below) no later than 2pm Australian Western Standard Time (WST), Wednesday 18 January 2017.

A tender that is not in the electronic tender box when the tender closes will not be considered for evaluation.

A MANDATORY tender briefing will be held on Tuesday 30 August 2016 at 10am WST at EMRC, 226 Great Eastern Highway Belmont WA and a video link will be available for any party who is unable to attend in person. Prospective tenderers must complete the tender briefing form included in the tender pack and return it to EMRC via email procurement@emrc.org.au no later than Monday 29 August 2016 at 4pm WST.

A NON mandatory site inspection will be held on Wednesday 31 August 2016 at 10am WST at the Red Hill Waste Management Facility, 1094 Toodyay Road Red Hill WA. Prospective tenderers must complete the site inspection form included in the tender pack and return it to EMRC via email procurement@emrc.org.au no later than 29 August 2016 at 4pm WST.

Facsimile, email, hand delivery, Australia Post, International Post or couriered tenders will not be considered for evaluation. Lowest or any tender will not necessarily be accepted. Canvassing of Council members will disqualify the tender.

A deposit of $5,000.00 (AUD) is payable via Tenderlink upon downloading of the tender. The deposit will be reimbursed to tenderers who lodge a tender in compliance with the conditions of tendering.
