Tender Description
1. The Directorate of Estate Engineering Policy (DEEP), within Infrastructure Division (ID) of the Defence Estate & Infrastructure Group (E&IG), is responsible for the provision of advice and guidance on engineering policy and engineering planning issues pertaining to the management and development of the Defence Estate.
2. DEEP is seeking to engage a suitably qualified contractor to provide Electrical Earthing & Lightning Protection support services to:
a. assist with the review of project documentation;
b. assist with the development of policy,
c. provide professional electrical earthing and lightning protection advice on issues arising and to
d. audit existing installations for compliance.
Required Skills
3. The contractor would have the following abilities within the required area(s) of expertise:
a. Detailed knowledge and extensive experience in earthing and lightning protection systems across electricity and communications infrastructure and its potential impact to other utility infrastructure and to any other buildings, facilities and infrastructure;
b. Detailed knowledge and demonstrated experience in the applicable Regulations and Standards and in their application;
c. Ability to objectively review submissions for conformance with the relevant technical requirements;
d. The experience to efficiently extract and focus on key areas of importance in large submissions;
e. The ability to undertake the testing and evaluation of earthing and lightning protection installations to determine its performance and compliance;
f. Ability to interpret and produce technical documentation, reports and assessments;
g. Ability to be able to brief non technical personnel on the issues identified and any associated potential risks; and
h. Well developed oral and written communication skills and proven capacity to represent an organisation’s interests in a variety of different forums.
