Tender Description
The South Australian Tourism Commission (SATC) responsibilities include the ongoing development and delivery of visual assets to promote South Australia and create tourism demand for South Australia. Accordingly the SATC has an ongoing need to source a diverse range of photographic (and associated) services for the production and delivery of high-level tourism photography to support the core business.
The SATC Media Gallery and visual brand have undergone a significant transformation. In light of this change, ongoing updates to visual assets are fundamental. The intention is to diversify the visual approach of this organisation through the new visual brand and to and to continue as an industry leader for the supply of cutting edge visual assets.
In response to these changes it is envisaged that the successful suppliers will have the ability to deliver a high level dedicated service, resulting in photography that meets SATC briefs, timelines, budgets and is consistent with the SATC’s overall and visual brand (refer to Brand Card).
In order to continue to effectively deliver photographic and associated services, the SATC
has identified a need to access two photographic services which are broadly categorised
as:
- Hero Photography; and
- Regional and Event/Assignment Photography
PURPOSE AND BACKGROUND
Historically photographic services have been sourced under a panel arrangement to meet the diverse range of services required by the SATC. The existing panel arrangement consists of multiple photographic suppliers all with varying services and specialties. The SATC uses these photographs for the marketing, promotion and advertising of South Australia as the preferred domestic and international holiday destination.
These images are used internally within the SATC. Images are also made available to tourism and relevant trade industries media and the government to assist/support them with the promotion of South Australia and Australia, and to Tourism Australia for distribution via applicable websites and marketing material.
The SATC as much as possible ensures that images are only used to positively promote SA tourism typically via the promotion of events exhibitions and conferences, noncommercial, non for profit and community use.
Visual Brand
The look and feel of photography at the SATC has undergone a huge transformation with the launch of a new brand in June 2016. As a result of this change, the purpose of our photography will distinguish South Australia apart from other tourism destinations domestically and internationally. When someone sees an image of South Australia, they Version 1 June 2016 page 2 will not only be able to imagine themselves there, they will feel like they actually tasted the wine with the winemaker or smelt the dawn dew camping in the Flinders. It is about getting
them closer to SA in every way. It is as though the person holidaying is wearing a GoPro whilst travelling to SA and has managed to perfectly capture “that moment”.
Accordingly, imagery taken for SATC will fall under the following two categories, Primary
and Secondary imagery.
Primary imagery will tell the story of ‘that moment in time’. It will be close up. It will be focused on one thing and one thing only. It will be
‘that moment’ which someone takes away from SA. That moment that made your holiday special, that moment which epitomises your whole visit to South Australia. It could have been a smell, a sight, a taste, a memory that will be with you forever, captured. It will be immediately obvious what the subject matter is.
Secondary imagery will tell a little more of ‘a moment within a story’. It will still be close, it will still have focus though it will allow more story and
scenery to be noticed. It will communicate your experience of a scene and let you see some of that scene too. It will still draw you in, make you
engage directly with the subject, though allow a little more to be seen. It has loads of depth and dimension.
Key Objectives
In order for the SATC to effectively deliver ongoing and updated visual assets, the SATC has a need to access photographic and associated services. The procurement of this service seeks to fulfil the following two key photographic objectives:
# The first photographic service is big budget, highly stylised photoshoots with props, models, wardrobe, hair and make up artists coordinated by a producer and shot by the photographer; and
# The second photographic service seeks to capture event experiences and/or locations where models are organised by SATC or permissions are sought through members of the public to photograph at the specified event or location. Applicants can apply for one or both of these services.
Although it is the intention of this procurement to source a comprehensive range of providers of photographic services (on a specialist category basis) able to meet the holistic needs of the SATC, there will invariably be exclusions as identifying every specialty is not possible or viable.
Excluded from this arrangement, unless otherwise determined by the Brand Assets
Manager on a case by case basis, is the photography and associated services for:
- SATC Events (i.e. The Tour Down Under, Tasting Australia, Adelaide Fash
