Tender Description
The NHVRS is to provide the information, technology and business infrastructure underpinning the National Heavy Vehicle Regulator (NHVR) and many of its functions. Its focus is establishing robust and comprehensive datasets representing every heavy vehicle and Registered Operator in Australia. This will be the basis on which the organisation builds its "cradle to grave" record of every vehicle and their operators, thus enabling the monitoring of safety, compliance, access and enforcement activities nationally.
The NHVRS implementation is considered high-risk given its scale, estimated cost, visibility to industry, impact on government reputation, organisational youth, and the lack of analogous schemes and systems in Australia and abroad.
Conversely, the NHVRS represents a rare opportunity to define a new "business" and associated systems relatively unconstrained by past practices and technologies. The NHVRS as a platform is intended to not only replace functions presently performed in jurisdictional systems but to also be a platform upon which new and innovative registration products can be managed and introduced to the market quickly. This in turn would assist the national productivity agenda.
The NHVR have identified 2 Stages which form the basis of a business case and the deployment of the scheme:
Stage 1: Focussing on data and technology foundations; and
Stage 2: Delivering a fully functioning national registration scheme.
Through this open RFI, the NHVR wishes to conduct a market sounding to determine which vendors, products, tools and technologies are likely to be able to meet the technological requirements of an NHVRS. The primary intent of this RFI process is to gather information crucial for informing the business case for the NHVRS. The RFI responses will form a key input into accurately understanding the level of investment required by the NHVR to bring the NHVRS into reality by July 1, 2018.
Vendors who respond will have an opportunity to: be part of the conceptualisation of this major piece of federal government architecture;
develop networks with key stakeholders; and help inform the scope and value of the implementation project.
An Invitation to Offer is currently intended to be released subsequent to the expected ministerial approval of the business case.
