Tender Description

⁠⁠⁠Waverley Council requires the services of an experienced urban designer to further develop the Campbell Parade Design Review project.

The purpose of the Brief is to describe the services to be performed.

Services:
Council requires the consultant to provide the following services:
* Organise and run project related community engagement (aided by Council’s internal communications team). Collate feedback and present on it as required.
* Prepare concept and detailed streetscape designs
* Organise and run internal workshops
* Prepare and amend Council reports
* Amend existing urban design reports as required
* Project manage a tender to commission consultants to prepare detailed designs for capital works improvements.
* Perform other duties as directed by the Co-ordinator – Urban Design and Heritage or Executive Manager Shaping Waverley.

Location: The services are to be provided at Waverley Council Offices located at the corner of Paul Street and Bondi Road, Waverley.

Frequency: The successful service provider must attend the above location to further the Campbell Parade Design Review Project. It is expected that the successful service provider will work two consecutive working days (7 hours per day) per week for 48 weeks of the year. Services are not to be provided during the period between Christmas and New Year’s Day. Preferred working days will be negotiated with the successful provider.

The contract will extend for a period of one year.

Payment: An hourly rate fee will be paid. Monthly invoices should be submitted to the Co-ordinator of Urban Design and Heritage for approval. Payment will be made within 30 days of approving the invoice.

Insurance: The successful service provider must provide evidence of professional indemnity insurance to the value of $1million and Public Liability Insurance to the value of $5million.

The successful service provider should have the following skills:
* Tertiary qualifications in Architecture, Urban Design, Landscape Architecture or equivalent
* Demonstrated experience in urban design in a planning context
* Capacity to confidently manage and coordinate a number of complex projects concurrently
* Good project management skills including managing project budgets
* Ability to work efficiently and effectively in a team and independently
* Ability to apply advanced written, oral and visual communication skills
* Ability to deliver innovative and effective public domain solutions, through advice, guidelines and policy
* Experienced in furnishing project briefs, engaging consultants and developing and overseeing a project from concept phase through to implementation
* Research and analyse urban design plans, data and trends, and integrate with land use planning, transport planning, urban design, economic development, environmental and social outcomes and place based information.
* Provide urban design and architectural advice to planning proposals, development applications and precinct plans
* Demonstrated high level of information technology skills including Vectorworks, Google SketchUp, the Adobe Creative Suite and Microsoft Office
* Knowledge of negotiation and conflict resolution skills.
* Experience in community consultation.
* Experience in working with community groups.
* Demonstrated ability to think strategically and innovatively with the ability to set high standards of presentation and performance quality.
* Protect, preserve and enhance the natural and built environment.
