Tender Description
The Planning and Development unit of the Fraser Coast Regional Council is responsible for the processing of formal Development Applications pursuant to the Sustainable Planning Act 2009.
Council is seeking quotations from suitably qualified and experienced companies to undertake a detailed analysis on the current state of Council Development assessment business and to establish an Action Plan to inform and guide ongoing performance improvements.
The Project Objectives are:
* Quality Assurance review including compliance with statutory obligations;
* Critical review and analysis of current development assessment business system and processes including an audit of current application of a risk based approach to DA;
* Review Development Assessment Lifecycle including the monitoring of compliance and enforcement of development conditions;
* Benchmarking and comparative assessments against other LGA’s (including systems and processes, key performance indicators and the reporting framework.)
* Develop a business improvement Action Plan to guide continuous improvements focussing on efficiencies.
A Proposal and Quotation Price must be addressed to the Chief Executive Officer, clearly marked “Development Assessment – Business Systems and Process Review Project" emailed to James.Cockburn@frasercoast.qld.gov.au no later than 12 noon on Tuesday 12 April, 2016.
