The City of Cockburn (the Principal) is seeking the services of qualified and experienced Web Site Developer / Consultant to undertake the design and development of the Principal's web site. The City requires a new website that replaces the existing service that is aging and outdated. The new service will serve all sections of our community according to their cultural and physical needs that generally enhances the relationship. The new service will be contemporary, highly reliable and generally meet all requirements both technically and aesthetically of a modern and service-driven local authority that understands and embraces new technology and what its community wants.
The Website Replacement project will consist of a number of Stages. The first stage is considered the primary stage which this Statement of Works is generally concerned with. This main stage project replaces the city's website (www.cockburn.wa.gov.au) currently being hosted externally, including the navigational structure, themes and accessibility requirements. The latter is a key component of this project, with special attention and provision being made to ensure our new website aims to achieve 'AA' WCAG1 2.0 rating, and a standard of at least 'A' rating.
Stages two to four are about adding new sites that replace existing separate sites that fall under the City's authority. These websites are considered outside the scope of this project, and are expected to be completed by end of 2016. The Web Site Developer / Consultant under the proposed Contract will be required to provide all labour, plant, tools and equipment, materials, transportation/cartage, administrative costs, disbursements, travelling expenses etc. and anything else necessary for the provision their services.
The proposed Contract shall be in force for a period of two (2) years from the date of award of the contract, with a Principal instigated option to extend for up to twenty-four (24) months after that to a maximum of four (4) years. The proposed Contract is expected to commence in June 2016.
