Request for Tender for the Provision of Tender Facilitation Services
Project Background
The State Government has committed to remove fifty level crossings over eight years. The removal of these crossings will deliver significant safety improvements to public transport and reduced congestion for communities throughout Victoria.
The Level Crossing Removal Authority (LXRA) is the administrative body which is responsible for the Level Crossing Removal Project (LXRP) and Mernda Rail Extension (MRE).
The LXRP includes delivery of level crossing removals within the next four years, with all fifty removals to be delivered in seven years. The LXRP also includes the extension of the South Morang rail line to Mernda.
Delivery Responsibility
The Victorian Government has established LXRA within the Department of Economic Development, Jobs, Transport and Resources (DEDJTR) to be responsible for undertaking the planning, procurement and delivery of the LXRP on behalf of the State.
The Project
The Project consists of:
* The Level Crossing Removal Project;
* The Mernda Rail Extension; and
* Future projects as determined by LXRA.
Purpose of the engagement
This Request for Tender (RFT) has been prepared by LXRA to appoint a suitably qualified Supplier with the proven experience and expertise to provide Tender Facilitation Services (Services) to the LXRP, set out in the Tender Facilitation Services Brief in Annexure A to this document.
Tenderers will be required to demonstrate the expertise to deliver the Services from directly within their organisation, to discourage respondents from subcontracting out the required expertise.
