Meter Data Logger Devices (MDLs) are used by Jemena to collect metering data from approximately 270,000 hot and cold water meters installed in medium to high density apartment buildings in NSW. The meter reading stored in the MDL is used to compute gas consumption for billing purposes.

The current MDL system is a bespoke application. The technology stack that it is built on has been out of vendor support for over 5 years. It uses a combination of obsolete technology tiers, namely, Microsoft Visual Basic, Microsoft Access and ProComm for analogue modem communications.

The scope of this is RFT is to replace the MDL bespoke application and database with Microsoft technology stack to read the MDLs more efficiently and to reduce the business risks.

The end-point (MDLs) replacement is out of scope for this RFT.
