Tender Description

⁠⁠⁠The Land and Spatial Information (LSI) division of the Department of Natural Resources and Mines (DNRM) manage a suite of land-related information systems to support land administration, mining, construction, emergency services, agriculture and other activities in Queensland.  These include:

* Digital Cadastral Database (DCDB)
* Computer Inventory of Survey Plans (CISP)
* Survey Control Database (SCDB)
* Points and Marks Database (SPDB)

Additionally, there are systems within the Department which support addressing, titles, valuations, place names and topography, electronic (digital) collection and lodgement of survey data, and public access to geospatial information (Queensland Globe, SmartMaps).  There are digital repositories to store images of plans and documents to facilitate historical searches.  There is also a mining cadastre that is currently independently maintained.

These systems (DCDB, CISP, SCDB & SPDB) were designed and developed at different times 15-25 years ago and whilst they have served their purpose as designed and performed well, they are not integrated and have limited ability to meet current and emerging business needs.
DNRM is running an Early Market Engagement (EME) process to seek information from industry in relation to the provision of systems and services to support DNRM’s cadastral and geodetic services for Queensland.

The purpose of the EME is to identify and help DNRM understand:
* Market maturity in the provision of systems and services to support DNRM’s business requirements for cadastral and geodetic services
* Market coverage of the end-to-end business process
* Options for operating and licencing models
* Reference sites and case studies

At the conclusion of the Early Market Engagement, DNRM intend to undertake further investigation and a revised Business Case will be compiled.
