Bigge Park is part of the original town square established by Governor Macquarie in the early colonial days of Liverpool. Bigge Park it is located within Liverpool's City Centre and is used by the public as a lunchtime refuse and to access the Hospital Precinct, TAFE College, Liverpool Bus Interchange and Railway Station.
The project to be delivered through this project consists of several parts; the principal works being the revitalisation of Bigge Park.
The works within Bigge Park require the skills of an astute contractor with a strong background in delivering high quality Civic landscaping projects and the management of multiple sub-contractors in particular sub-contractors that can deliver high quality stone masonry work and consistent exposed aggregate concrete finishes.
The landscape design encompass the realignment of existing internal pathways, the installation of sandstone perimeter retaining walls to the north and west of the site, installation of new park lighting, tree removal, coordination and management of an arborist, renovation of an onsite clock tower, provision of new play and fitness equipment and associated soft fall, water play area (refer to below), landscaping, irrigation, park furniture, earthworks consisting of general site works, the regrading and removal of 3 onsite bowling green's and on site demolition.
A major feature in the park design is the installation of a large water play area at the south east end of the park. Council will be engaging a separate contractor to deliver the water play area as described in the project documentation, due to the specialised nature of the works and the long lead times in acquiring equipment and features that make up the water play elements.
The successful contractor will be responsible to prepare the site to finish design levels to accommodate the water play area and provide utilities such as sewer, water and stormwater connections. The activities of the water play contractor is a turnkey operation, and will be separately fenced from the principal work area by the water play contractor and on site works will be managed by the Superintendents Representative.
There are several other separable portions that also make up the contract and subject to available budget all or part of the works may form part of the delivery of the project. Those portions primarily consist of civil works to streets bounded by the Park.
Civil works to be delivered include demolition of existing concrete pavement and kerb and guttering and installation of bluestone kerb and guttering and granite pavement (principal supplied), new street lighting and traffic signals at various intersections to Elizabeth and Bigge Streets and the construction of a raised threshold in College Street.
The contract is made up of 8 portions from A through to H; tenderers will be required to submit prices for all work portions under this contract to be eligible for consideration. The Principal may enter into a contract with one of the Tenderers for all of the work portions or enter into separate contracts for any work combination.
A report recommending a contractor to Council will be submitted to the March 2016 meeting of Council. The works will be required to commence no later than 1 May 2016 and may commence after 25 April 2016 due to Dawn Service commemorations conducted on the site.
