Tender Description
A pre-release notice in relation to this RFT was published on 19 October 2015 and it was published on 27 October 2015.
The successful Tenderer will supply to CrimTrac and its Police Partner Agencies sequentially numbered paper stationery supplies with a number of security (anti-fraud) features for use as National Police Certificates.
CrmTrac partners with police agencies in Australia to provide the National Police Checking Service (NPCS). The service enables controlled access to disclosable police history information from all Australian police agencies.
Currently, members of the public are able to request a National Police Certificate (NPC) which is issued directly by an Australian police agency. NPCs are generally used by individuals who wish to present them to employers, or for accreditation and licensing purposes.
CrimTrac itself does not currently issue NPCs directly to the public. CrimTrac’s role is to coordinate the processing of police history check requests on behalf of Australia’s police agencies by running a name based search against the National Names Index (NNI) database. Where potential name matches are identified, a police partner agency first decides whether it is a confirmed match and, if so, what (if any) police history information is releasable according to their respective spent convictions legislation (or information release policy). The Police Partner Agency then prints the outcome/result on a NPC paper and provides this to the applicant.
The current supplier of the paper upon which NPCs are printed is AbNote Group Australasia. The paper is supplied directly to police agencies around Australia. The intended purpose of having a single supplier is to ensure that there is a consistent product that can be used nationally by all Police Partner Agencies which meets agreed specifications. It is also seen as an economics of scale approach to getting the best price whilst ensuring consistency.
