WA Health is an $8.1 billion organisation with a state-wide service delivery network and over 44,000 employees. The WA Health system delivers a high standard of safe and quality healthcare but faces a number of challenges in sustaining these services into the future. These include an expanding and ageing population and increasing demand for health care; and growing financial pressures on the system.
The current governance arrangements of the WA Health system have been in place since the early 2000s with legal and administrative authority vested centrally in the Office of the Director General.
To enable the State’s Health Services to be more responsive to the changing needs of local communities as well as future opportunities and challenges, the WA Government has approved the establishment of a more devolved model of governance for the WA Health system.
The planned governance reforms involve the re-defining of governance roles, responsibilities and accountabilities through a new legislative framework; transformation of the role of the Department of Health to a ‘System Manager’; and establishment of Health Services as separate, board-governed statutory authorities from 1 July 2016. Health Service boards of governance will be established for the current configuration of Health Services (ref. section 1.9 Definitions), with the merits of an East Metropolitan Health Service also being explored.
The WA Department of Health is seeking offers for the provision of the following services for up to five (5) new interim Health Service Boards with potentially up to 50 Board Chairs and Members:
* Prepare and Support the Delivery of Board Induction;
* Support the Set-up of Board Operations; and
* Develop Board Assurance and Evaluation Frameworks and Processes.
Service provision will be required from January 2016 for a 12–month period, however the majority of contract deliverables will be required to be completed by 30 June 2016, ahead of the planned commencement of statutory board operations from 1 July 2016 (subject to the passage of legislation).
Between 1 July 2016 and the contract end date, the contractor may be requested to provide additional services across any of the above three categories.
A Head Agreement will be established as a result of this Request, and will be awarded to a single supplier for all categories of required services. The resultant Head Agreement will constitute a standing offer, whereby the Customer can place Orders on an ‘as required’ basis during the Term.
