Tender Description
The City of Greater Geelong is seeking tender submissions from a suitably qualified Oracle Partner to manage the Project delivery of upgrading Oracle Financials (Database and Application) to 12.2.4.
It is expected that the successful applicant will have had experience and demonstrated knowledge of both the version of the software (Oracle R12.2.4) and the workings of large and complex organisations such as COGG. It is Council's preference to have the same Project Manager and DBA specialist over the life of both projects (Database and Application) An outline of the Project Plan which confirms compliance with Project requirements is to be submitted as part of the Tender response.
The Consultant is requested to provide a fixed price for the core scope of works and schedule of rates for other works. Milestone payments in accordance with the Project plan are to be identified as part of the Tender response.
Council will require the contractor to be on-site at council offices and will provide a suitable work space, system access and support from highly qualified internal resources.
Please note there are mandatory requirements that the successful contractor will be required to meet as outlined below. Tenderers who do not meet the mandatory criteria will not be considered further for this project.
Mandatory Requirements:
1) Tenderers must be an accredited Oracle partner and demonstrate experience in the delivery of upgrading Oracle Financials (Database and Application) to R12.2.
The implementation term of the contract is November 2015 to December 2016.
The following overarching objectives for the project are:
* An upgraded installation of the existing Oracle 11g R2 (11.2.0.3) database that supports the Oracle E-Business Suite 11i environment to Oracle database 12c R1 (12.1.0.2)
* An upgraded installation of the Oracle RDBMS and Oracle Financials software (Release 12.2.4) to reinstate premium Oracle Support
* The Upgrades must minimise risks.
* The Upgrades must take into account organisational impacts and these have been reflected in the Project timetable.
* Maintain existing functionality of the existing EBS system as far as possible
* All tasks in the Plan must have identified resources.
* Key deliverables must be signed-off by nominated parties.
* Skills transfer to staff, specifically to the dedicated project resources from CoGG.
* Achieve these objectives according to the agreed timetable over a 12 month period.
