⁠⁠⁠Redevelopment Works
Operations Centre, Bibra Lake WA

The City of Cockburn (the Principal) is seeking the services of an independent (i.e. not associated with any design consultants or construction contractors), qualified and experienced Project Manager-Consultant to undertake project management services for the redevelopment of the Principal's works depot and Operations Centre located at 52 and 54 Wellard Street, Bibra Lake, Western Australia.

The Operations Centre is the base from which the Principal delivers the maintenance and capital works services for its Engineering and Works Directorate. It is also the base from which the Community Services Rangers and CoSafe operations are carried out. The site contains the Principal's vehicle workshops, materials storage area, plant nursery, animal pound, fuel bowsers area and vehicle fleet parking area. It is also the base for the Principal's municipal waste collection vehicle fleet.

The current site configuration has disconnected buildings housing individual service units along with miscellaneous other structures which results in an inefficient service delivery overall. Redevelopment of the site is focussed in Stage 1 of the Project on the construction of a new centralised Operations Centre building to accommodate all the service units management personnel and the relocation of other Engineering and Works Directorate staff from the Principal's main Administration building in Spearwood. A new animal pound building and yards is also part of the redevelopment project's Stage 1 works, whilst an ancillary project is the provision of a new gravity main Sewer Connection to the Water Corporation Sewer Main a number of kilometres away.

Stages 2 and 3 of the depot site redevelopment project involve modifications to the Principal's workshop and undercover areas, relocation of the fuel bowsers and tanks; and creation of additional hardstand areas.

Forward works for the project have already been undertaken to clear the site of the new Operations Centre building and its associated carpark.

The Principal has previously engaged a design team headed by architects Holton Connor to undertake the design work for the project, including the new Operations Centre and Animal Pound buildings. The drawings which detail the proposed works are supplied as separate documents. Additionally the Architects have prepared the Stage 1 construction tender's Technical Specification. A separate design contract has been awarded to Aurecon for the gravity main sewer works.

The scope of the project management services required (the tendered Services) will cover both the overall project delivery for the Stage 1 works and in particular the role of Superintendent of the construction contract(s). The services required of the consultant (hereafter referred to as the Project Manager) may also be extended to deliver the Stage 2 and 3 works dependent on budget provision and overall timeframe considerations.

An indicative construction cost for the proposed works is around 13M dollars (excluding GST) for the Stage 1 works including the Sewer connection and a further 2m to 3M dollars (excluding GST) for the Stage 2 and 3 works that are expected to follow.

The Project Manager under the proposed Contract will be required to provide all labour, plant, tools and equipment, materials, chemicals, transportation and cartage, administrative costs, disbursements, travelling expenses etc. and anything else necessary for the provision their services.

The proposed Contract shall be in force for a period of three (3) years from the date of award of the contract, with a Principal instigated option to extend for up to twenty-four (24) months after that to a maximum of five (5) years. The proposed Contract is expected to commence in September 2015.
