A 12 month trial of the On-the-Spot Penalty Fares program commenced on 10 August 2014. This program provides eligible passengers with the opportunity to pay an On-the-Spot Penalty Fare of $75 instead of the current $217 penalty fare that is paid at a later date. The Penalty Fare can be paid using Visa, Mastercard or EFTPOS (all Authorised Officers carry EFTPOS readers). Cash is currently not accepted as a method of payment for the Penalty Fare.

PTV is seeking a suitably qualified Supplier to: Review the 12 month trial of the On-the-Spot Penalty Fares program (the Program)

Report on the impact of the Program on:

* Fare evasion rates and farebox revenue
* Infringement numbers and payment rates
* Passenger and Authorised Officer interactions and complaints

Review the cost of running the Program

Identify opportunities to improve the Program, including whether there is a need to introduce a cash payment option
