Tender Description
Joint Logistics Command (JLC) intends to engage a Service Provider to deliver equipment cleaning and quarantine services for Australian Defence Force (ADF) equipment entering Australia from offshore locations. ADF equipment entering Australia from offshore locations must be thoroughly cleaned to ensure items are free from Quarantine Risk Material (QRM) and meet Australian Department of Agriculture (DoA) standards.
The ADF Equipment Cleaning Contract (ECC) involves equipment cleaning at points of entry within Australia, including the delivery of stores and equipment to specified ADF units throughout Australia. There may also be a requirement to support cleaning at offshore locations as required. The Commonwealth seeks to have in place by 1 September 2015 a fully operational contract with a prime contractor for a period of at least two (2) years.
It is intended that a Request for Tender (RFT) will be released in April 2015 on AusTender (https:// www.tenders.gov.au).
The Commonwealth intends to conduct an Industry Brief in Melbourne once tender is released in late April 2015. All notification and details pertaining to the proposed Industry Brief will be advertised through AusTender. The industry brief will be held at Victoria Barracks, Melbourne. The industry briefing is conducted for the purpose of providing background information, overview of Commonwealth’s requirements as detailed in the RFT, outline of proposed schedule of activities and forum for questions on the RFT. Attendance is not compulsory and is at the tenderer's cost.
The Services
JLC intends to engage a Contractor to provide equipment cleaning and quarantine services for ADF equipment entering Australia from offshore locations.
ADF have been deployed operationally in support of humanitarian and United Nations operations to countries throughout the world; for example, Kuwait, Somalia, Papua New Guinea, Iraq, East Timor, Solomon Islands, and Afghanistan. These countries pose a high quarantine risk to Australia with returning equipment and personnel providing a route for the entry of exotic diseases and pests. Such introduced diseases and pests could cause irreparable damage to the Australian ecosystem.
Australia has a unique ecosystem that supports a variety of fauna and flora that are found only on our continent. Australia, because of its geographic position, remains free of many exotic diseases and pests that plague other countries. Therefore for the purpose of cleaning military equipment and stores returning from Operations is to prevent the introduction of foreign environmental and health threats into Australia in order to protect our environment and lifestyle.
All plant, soil and insect matter have the potential to transmit exotic diseases, and therefore any person or equipment that carries, or has the potential to carry these items is of concern to the Australian Department of Agriculture (DoA). Quarantine Risk Material (QRM) can be defined as, but not limited to the following: soil, mud, straw, sand, animal faecal material, feathers or animal hair, insects, snails, leaves, twigs, seeds or extraneous plant material.
The ADF is responsible for ensuring that all Defence Property and Personnel entering Australia from overseas comply with all quarantine procedures and requirements under the Act and the Protocols. Due to the specialised nature of this task and the limited resources available within the ADF to complete cleaning on all stores, vehicles and equipment returning to Australia from Areas of Operations, ADF is seeking to engage industry to provide these services.
