Tender Description
JCU is seeking to appoint a panel of suppliers for planned maintenance of HVAC and refrigeration systems at the JCU Townsville Campus. The life of the overarching panel agreement will be for a period of three years with two possible extensions, each of up to 12 months.
Successful contractors would be appointed under the Terms and Conditions of JCU's Standing Order for Goods and Services with specific engagements by JCU Purchase Order.
Appointment of a contractor to a panel is no guarantee of work and does not mean a contractor has exclusive rights to maintain any plant.
JCU reserves the right to carry out contractor performance reviews, appoint new contractors to the panel and or negotiate / renegotiate labour rates annually.
At present planned maintenance of HVAC and refrigeration systems are generally carried out by contractors engaged on short term agreements or on an as needs basis. Outcomes include:
contractors not always engaged under documented terms, conditions and rates;
unknown/undocumented mark ups on spare parts;
less than optimal resources being available for specialised works;
increased WHS risks; and
uncertainty in budgeting.
This tender is structured in a format where the plant to be maintained is grouped into several categories based on campus precinct, some of which will require maintenance by specialised technicians. In order to be appointed to the panel, contractors will be required to satisfy specific criteria relative to each category of plant.
Contractors have the opportunity to tender for all or any one of the categories however, the objective is to appoint 3 or 4 contractors to the panel with expertise covering HVAC&R equipment.
