Tender Description
Cairns Regional Council (the Principal) is inviting submissions from a variety of suitably experienced, qualified and licensed trade persons and businesses in order to establish a Register of Prequalified Suppliers (ROPS) for the provision of trade services and trade supplies. The ROPS will be utilised for minor works, maintenance and repair activities across the Principal’s facilities and assets.
The purpose of establishing this ROPS for Trade Services and Supplies is to provide an accessible, structured and consistent mechanism for Suppliers to be engaged to deliver Goods or Services within their respective fields of expertise. The ROPS is intended to facilitate equitable access to Council work opportunities and reduce the need for Suppliers to participate in repeated quotation processes for similar requirements.
The ROPS also supports efficient, transparent and compliant procurement by the Principal for a high volume of trade and purchasing requirements. By enabling the Principal to engage appropriately qualified Suppliers directly from the ROPS, the Principal is able to meet its operational needs in a timely manner and support value for money outcomes through reduced administrative effort, improved procurement consistency and effective service delivery to the community.
The Principal may appoint any number of Suppliers under various categories within this ROPS. Appointment to the ROPS does not obligate the Principal to engage any Supplier and does not guarantee any work or purchases to successful Suppliers.
The scope of the ROPS comprises multiple categories in trade services and trade supplies. Suppliers may tender for one, some or all relevant categories as applicable (refer to the attached Scope for details of the categories and select the categories you wish to tender for on the ‘Schedule of Rates and Categories’ excel spreadsheet).
Where there are other ROPS arrangements established by Cairns Regional Council that may be relevant to a Tenderer’s line of work, but which are not included within the scope of this ROPS arrangement, Tenderers are encouraged to make themselves aware of those arrangements. Council advertise all tenders and most quotations on the Council website https://www.cairns.qld.gov.au/council/tenders as well as through our tendering portal, which is our main tendering platform. Tenderers may wish to apply for, or engage with the Principal regarding participation in, any additional ROPS arrangements that are relevant to the services they provide.
TENDER BRIEFINGS / SITE INSPECTIONS
Cairns Regional Council invites prospective Tenderers to attend a tender briefing to receive information about this Register of Pre‑Qualified Suppliers (ROPS). The briefing will outline the application process and the types of work that suppliers may be engaged to undertake under the ROPS. Attendees will have the opportunity to seek clarification on any aspects of the ROPS directly with Council Officers prior to the Closing Time.
Attendance at the tender briefing is not mandatory; however, Tenderers are strongly encouraged to attend.

The tender briefing will include presentations detailing a summary of the Scope, how to submit and contractual requirements, networking opportunities and light refreshments.
