Air Conditioning Replacement at Council's Administrative Building

⁠⁠⁠Overview

Cowra Shire Council is seeking a contractor to undertake the complete design development, supply, installation, testing, commissioning, documentation and handover of twenty (20) replacement WaterFurnace geothermal air conditioning units at the Cowra Shire Council Administration Building.

Scope

The scope includes, but is not limited to, the following:

• Undertake a comprehensive site inspection and confirm all existing unit locations, access requirements, service connections, structural constraints, and installation methodology prior to commencement, including verification that the geothermal ground loop is intact and free of leaks
• Isolate, make safe and decommission the twenty (20) existing WaterFurnace units, including all associated building, electrical, condensate, pipework, duct and control connections as required, with works potentially staged by floor (first floor and ground floor)
• Disconnect and remove the existing units from both levels of the Administration Building, prioritising units located in ceiling spaces before restricted-access locations and plant areas
• Provide all required lifting equipment, access equipment, cranage, scissor lifts and labour necessary to safely remove existing units and position replacement units, noting Units 16 and 18 are currently non-operational and will require additional ventilation/ducting work
• Coordinate any required builder's work, including temporary access openings, removal and reinstatement of ceilings, wall linings, access panels or other building elements disturbed during the work
• Supply and install twenty (20) new replacement WaterFurnace units of suitable capacity and configuration to match the operational requirements of the existing building spaces, unless otherwise specified by Council
• Reconnect all electrical, condensate, ductwork, pipework and control interfaces required for full operation of each new unit
• Modify or replace ancillary components as required for Units 16 and 18 (including brackets, supports, valves, insulation, flexible connections, controllers and any damaged or incompatible fittings) and for other units as necessary
• Test, commission and balance each installed unit to confirm correct operation, airflow, temperature control, drainage and control functionality
• Remove and dispose of all redundant equipment/units, packaging and waste materials from site on completion of the works in accordance with environmental requirements
• Make good any minor damage directly caused by the installation works and leave all work areas clean, safe and fit for occupation, which may involve third-party contractors
• Provide complete handover documentation on completion, including commissioning results, warranty information, product data and maintenance recommendations
• Coordinate all works to minimise disruption to staff and normal building operations, with staged installation and shutdowns undertaken in consultation with Council prior to commencement
