Expression of Interest - Bulky Waste Kerbside Collection Trial

Goulburn Mulwaree Council is seeking expressions of interest from suitably qualified contractors to provide a trial bulky waste kerbside collection service for eligible residential properties in Goulburn and Marulan that are levied for a three-bin domestic kerbside collection service in the 2025/26 financial year. There are currently approximately 12,500 eligible properties.

Council previously advertised Tender 2526T0009 for this service, which closed on 17 July 2026; however, a contract was not awarded.

As the likely take-up rate by eligible residents is unknown, Council cannot provide assurance regarding the number of collections that may be required.

Scope

The scope includes:

• Provision of a trial bulky waste kerbside collection service for eligible residential properties in Goulburn and Marulan levied for a three-bin domestic kerbside collection service in the 2025/26 financial year
• Collection of up to two cubic metres (2 m³) of eligible bulky household waste per property, inclusive of whitegoods and steel
• Collection and recovery for recycling of whitegoods and steel placed in a separate pile by residents

Contractor Requirements

• Public Liability insurance of $20 million
• Safety documentation meeting the relevant contract specifications
• Environmental controls meeting the relevant contract specifications

Council will need to confirm that all required insurances, safety documentation and environmental controls meet the relevant contract specifications prior to engagement.
