Tender ID: 623391
Tender Details
Tender Description
Overview
The Shire of Bridgetown-Greenbushes (SoBG) is seeking to appoint a suitably qualified consultant to prepare Place Plans for the towns of Bridgetown and Greenbushes.
About
The Place Plans are a key implementation tool for the Council Plan 2025–2035, particularly the priority of "Responsible and attractive growth and development" and the initiative to "develop place plans for Bridgetown and Greenbushes with consideration of ideas to improve land use, connectivity, infrastructure, aesthetics and environmental sustainability."
The Council Plan will be the primary strategic driver for the Place Plans, with the Project also building on the Bridgetown and Greenbushes Community Development Action Plans (CAPs), which provide detailed community-led aspirations, goals and priority actions for each town. Where there are conflicts in emphasis, the Place Plans are to give precedence to the Council Plan unless SoBG confirms that a particular CAP action should be elevated. Environmental and financial sustainability are to be treated as an overarching consideration across all elements of the project.
The Project will also respond to the earlier scope investigation, which identified the need for vision-led, spatially based place planning focusing on physical improvements, activation and prioritised actions supported by robust community and stakeholder engagement.
Objectives
The objectives of the consultancy are to:
- Prepare contemporary, vision-led Place Plans for Bridgetown and Greenbushes that translate community aspirations and Council priorities into spatially defined initiatives, projects and actions for the public realm and related land uses
- Improve the quality, amenity and functionality of streets, civic spaces, parks, trails and interfaces with adjacent land uses, to support activation, events, everyday public life and inclusiveness for all ages and abilities
- Align place-based priorities with the Council Plan, the two CAPs and other relevant strategies, including emerging work on the updated Disability Access and Inclusion Plan, Local Planning Scheme 6, Youth Friendly Community Plan, Environmental Sustainability Strategy, Trails Plan and related Shire initiatives
- Establish clear, staged and cost-aware implementation plans (short, medium and long term) with indicative order-of-magnitude costing, responsibilities, funding options and monitoring measures that can inform corporate, long term financial and asset planning
- Embed best-practice community and stakeholder engagement, including pathways for Noongar custodians, young people, seniors and key local organisations, and support ongoing community capacity building in line with the Activate model
- Deliver distinct, clearly articulated outcomes for Bridgetown and for Greenbushes with a strong focus on supporting community life that are reflective of the individual towns, communities and their specific needs, and respond to the context of each town physically, economically and culturally
Scope
The Consultant is to provide a multi-disciplinary place planning service, integrating urban design, landscape architecture, planning, transport and movement, economic analysis and engagement expertise. The scope is structured into the following stages for each town:
- Inception and project establishment
- Research, analysis and site-based investigation
- Community and stakeholder engagement and co-design
- Draft Place Plan
- Final Place Plan and implementation framework
Bridgetown and Greenbushes will follow the same structure, with the detailed program and level of effort for Greenbushes to be agreed with SoBG, having regard to lessons learned from the Bridgetown process and budget constraints.
