Comprehensive Dam Safety Review - MLC and TLC Gate Structures

Meridian Energy Limited is inviting proposals for the supply of services to undertake Comprehensive Dam Safety Reviews (CDSR) of the Te Anau Lake control structure (TLC) and Manapouri Lake Control structure (MLC) gate structures.

Scope

The scope includes:

• Supply of a team of specialists to undertake the Comprehensive Dam Safety Reviews (CDSR) of the TLC and MLC structures located in the Manapouri reservoir
• Conducting the reviews in terms of the NZ Dam Safety Guidelines (NZSOLD, 2024)
• Ensuring the Reviewer Team collectively covers all of the diverse aspects listed in the CDSR scope in Section C2 - Section 3.2, providing a holistic assessment of the Dam Safety Assurance Programme for the reservoir

Contractor Requirements

• The proposed CDSR Reviewer Team is expected to remain constant for the duration of the review
• The team must consist of a minimum of three experienced engineers, each specialised in one of the following areas: Dam Engineering (Civil and Geotechnical), Mechanical Engineering (Gates and Valves), or Electrical Engineering and Automation Engineering
• Between them, the Reviewer Team must adequately cover all of the diverse aspects listed in the CDSR scope in Section C2 - Section 3.2

Contract Terms and Conditions

• The proposed contract will either be a Task Order against an existing Master Service Agreement (MSA) under an NEC4 Professional Services Contract, or a standalone Service Agreement
• Both contract options will be based on time and disbursement, with estimated hours and costs

Instructions to Tenderers

The RFP timeline (all times and dates are New Zealand times and dates) is as follows:

• Deadline for Questions: Friday 28 August
• Deadline for Meridian to answer questions: Thursday 3 September
• Deadline for Proposals: 1700 on Monday 7 September
• Successful Respondent(s) notified (indicative): Wednesday 23 September
• Expected start date of Contract (indicative): Monday 19 October
