Energy Transition Program - Program Services

⁠⁠⁠Overview

Townsville City Council (Council) has commenced a program of works associated with reducing overall electricity consumption and investigating alternative sources of power generation, the Energy Transition Program (ETP). Council is seeking a consultant to provide program services in support of the ETP.

Purpose

The program vision is "A sustainable city that accelerates the adoption of lower cost energy systems".

Objectives

This vision will be achieved through the pursuit of the following ETP goals:

• Accelerate the Shift to Renewable Energy: Progressively transition Council operations from conventional energy sources to locally generated renewable alternatives wherever commercially viable.
• Optimise Operational Efficiency and Reduce Costs: Minimise energy-related expenses by implementing alternative energy sources, maximising efficiency measures, demand management and exploring the integration of energy storage solutions.
• Foster Strategic Collaborations: Establish and strengthen partnerships with industry leaders, research institutions, and all levels of government to drive innovation, economic resilience, and sustainable growth.
• Embed Energy Efficiency in Policy and Decision-Making: Update Council policies to ensure energy-efficient and sustainable options are prioritised in all planning and procurement decisions.
• Optimise Asset Performance through Data-Driven Management: Council will expand its monitoring and analysis of energy usage across all assets to improve operational efficiency, reduce waste, and enhance control over energy consumption, leveraging real-time data and predictive analytics.

Scope

The services required from the consultant include, but are not limited to:

• Project and portfolio management services, with Council expecting to ideate new projects and deliver 3 to 4 previously ideated projects per annum
• Procurement and delivery support for construction contracts, including AS 4000-1997 Construct and AS 4902-2000 Design and Construct contracts, as required by Council
• Coordination of inputs and deliverables between internal and external stakeholders
• Development and quality control of energy transition project and program technical documents across all program lifecycle stages, including performance specifications, technical assumptions, risk management measures, cost and financial forecasts, schedules, budgets, and other documents prepared by the consultants
• Coordination with cross-functional teams within Council to ensure program and project milestones are met
• Assisting to ensure project documentation aligns with Council project management framework, procedures and Council stakeholder expectations
• Monitoring overall progress, scope, project schedule, quality standards, and use of resources, and proposing corrective action where necessary
